this is out of control on icecrown and is just as cancer as ninja looting

As long as it's stated before the raid starts there's no issue with it. People aren't caught by surprise by unexpected rules and consciously join with the knowledge and understanding of what might happen. For a dungeon or raid like that to happen it takes between 4 and 24 people being fine with it - 4 to 24 people who are able of starting their own group without such rules if they so like. It only "always happens" if the ones complaining do it themselves.
