Burning Crusade shattrath city factions started quest

hiya . my issue is not being able to take the q in shatrath to choose which city faction you going for
ive done both the aldor and scryer q under the banks in shatrath,while i was levelig.and now they both sit on unfriendly . any ideas?

i have exact the same issue, khadgar does not offer me the quest

clearly this guy gives the quest and i cant take any quests from him , NEITHER from khadgar ofc

i thought that khadgar offered the quest, i found haggard on the bridge and he got the quest:)
