i have two accounts but want one of my chars on the second account, is it possible to do that?

no, it is not possible.

The only way is to sell it via Trade system and buy it with the other account

different question:
is it possible to send heirlooms to linked accounts or are they only available for that one specific acc?

only for 1 account. Also.. how can you link 1 account to an other one ?

it was posssible around a year ago, but i just checked and it seems that this option is no longer available today
