[ANSWERED]Hacker not banned because he donates?

Horde player Ashishaqt aka Ketkouta is still playing after being reported by several players with video proof for teleport hacking and he is still playing, is this guy paying to not be banned or have GM's become so bad on this server? It's either one or the other. He was reported even to head Gm and he is still hacking with no shame which is very suspicious. So which one is it?
