afaik mobtagging is completely nerfed for some weeks now, whats the purpose? It has never been an exploit

I'm a little confused by this. it says
Powerleveling (to bring a low level char to a high level zone to rush its leveling).
On servers I've played on in the past, a low lvl char couldn't get xp from high lvl areas. e.g., if my lvl 80 friend got me to icecrown and started killing mobs there, I'd gain nothing. I also couldn't take high lvl quests. Or do they mean slightly higher, like taking my lvl 1 toon to a lvl 10 area? If that's the case, this is broken a LOT on this server. I see lvl 80s and lowbies teamed up constantly with the lowbie sitting on the side and the lvl 80 mowing down mobs.

Back in cata days you could get a lvl 1 toon to deepholm, tag mobs, kill them, get a lot of xp. This is (to bring a low level char to a high level zone to rush its leveling). Doing the same thing on an appropriate level area is not (to bring a low level char to a high level zone to rush its leveling), so this is allowed.
