Technical Name unavailable after deleting character?

Hey everyone.

So I recently deleted a lower-level character of mine so I could use its name for another character, but every time I try making the new character I get a message saying that name is unavailable. What's up? Do names get placed on hold or something when characters are deleted? Did someone really swoop in the minute I deleted that guy to take the name?
