It doesn't say that but the limitation exists. You can delete and restore as much as you want but only 1 restoration per week is free. Free restoration is there in case you change your mind after deleting a character. If you want to delete and restore characters multiple times on same day, that does not seem to be the case.

Other servers have no free restoration in order that you should be happy though. It's a service for important things and as Anyone0 said, only usable 1x per week. You shouldn't delete many chars to change names or similar things by this trick
