    "Dahlia's Tears" Quest Bugged?

    I was given the quest and am currently at the quest location near the entrances of the Ruby Dragonshrine. Unfortunately, I'm not seeing any tears on the ground and all the Ruby Keepers who are supposed to provide them are all dead on the ground. It doesn't seem to be the work of anyone in particular, especially since their death animation procs every time one goes in and out of view. Any ideas?
