[ANSWERED]Stealing raid ids

I have a question regarding stealing a raid id, as it happened to our guild.

We did an ICC 10 heroic Bane progression run on June 26 2019, we had to pug 2 players. We cleared everything pretty easily without swapping any players but by the time we got to Sindy we were all a bit mentally tired, so mistakes were made and wiped a few times, then called it for the night and decided to continue it on either Friday or Sunday night. Today-ish(close to 5AM server time, June 28) one of our core raiders found one or two player corpses on the lich king platform that neither were with us during the entire clearing, nor are they our guild members. We managed to find out which of the two pugs stole our raid id and he kinda... no... VERY MUCH CONFESSED he did it in a long chat with our said core raider.

Our guy said he'll try to form a report based on the little evidence that he got(I hope it at least gets investigated), but besides that, my question is:
If sufficient evidence are available, is stealing raid IDs(no matter the raid difficulty) reportable and bannable?

It is bannable but it is quite hard to prove.
