Gnomish Engineering and bugs

G'day, so I have this rogue that I like to PvP on at level 41. I had 300 engineering with it (no spec) and I decided to grab myself gnomish engineering for that sweet gnomish deathray trinket. The problem is, I didin't see the quest. Yes I was tracking low level quests, yes I was hovering my mouse over npc's, yes I had high enough engineering, yes I tried stormwind and ironforge, yes I'm sure I don't have any engineering related quests, yes I deleted my cache folder, yes I went to visit that gnome with his weird book on the table and YES I did infact contact the GM's. I did talk with other players and they said they did the quest a week ago, other guy actually checked the engineering quest at stormwind and it was available for him, (quest is not shareable). GM's basically said that they don't really care. Even being rough when I asked if I can contact someone who is in charge of em, because MAYBE I could ask them to start be the quest. Because obviously I have a flask of the north at the bugtracker for 2 years now, and it still doesn't give attack power. Do I bash the server? By any means no. I just say what happened. So I re-learned my engineering (spent about 1k gold on it on lordareon) and I still can't get the quest. GM's said that my question is answered and I should shut up refusing to give me any information about someone who may be in power to start me that quest. Because if flask of the north is not in the priority of bugs, then who will care about 1 character that's bugged? I remember when BH quest was bugged back in molten, they would just complete you the bugged part and you could go on your merry way, but this time I got shushed, and really, couldn't say anything else because I would've been banned. So if anyone had this problem is there ANYTHING im missing? I'm pretty sure I did everything a player could do even spend a thousand gold on some broken quest, that I can't get. Maybe I have to have reputation with the Gnomes? But I highly doubt it. By the way Goblin Engineering is available for me, just the Gnome one is missing. If anyone knows what I can do please tell me, because I really just want my lowbie quest. Thanks for reading.

With the case regarding BH, as it was only bugged for Blood Elf's, that's why they assisted with it.

Have you tried picking up Goblin, then dropping it via book and check if Gnomish becomes available?
