Illegal selling coins/gold

Hello,
Why server no banning ppls who illegal selling coins and gold via paypal and for money on website rules its illegal and ppls keep spaming on global chanels and yelling on main capitals . Here 24/7 scam coz ppls trust them and later cry when no get coins. Done over 6-7 tickets with print screens when selling coins for money and this accounts still not banned... Most of them make 19lvl chars and spam non stop for fake coins selling like via paypal, can u stop it?
