WotLK Whirlwind Axe quest ( The Summoning )

Well as the title says its about that axe and that quest.I dont know if this is the place but im so frustrated, ive been doing this all day without any success.

All questline is completed and when im about to summon the boss the NPC moves 5 meters and summons at totem and says " I don't think its strong enough" and goes back and nothing happens.
