Can someone tell me if player with full endgame PVE gear can compete(beat/deal same dmg/win/viable) with player with full endgame PVP gear in PVP (1v1,arena...)

Depends on the class you play and on how good you are. To go full pve on 1v1 and arenas are usually not the best way due to lack of survivability. It's better to mix pvp and pve items. On bgs full pve might be good if you play it right, which means go with the group, stay close to healers etc.
Im blood DK on IceCrown server and i want to be able to beat people 1v1 2v2 3v3 mostly :)
As far as i could understand only difference is in resilience (and more stamina?) How much resilience is best to have? Is there any golden rule?
How do you know what items to go PVE and what PVP?
Best way would be to test it by yourself. If you feel you die too fast and your heals from blood don't make much difference, get some more PvP items. If your dmg is too low, then change some resilience items for pve ones.
Usually when ppl want to maximize dmg without losing too much resi, they go with 4/5 wrathful pieces with everything gemmed with resi (or resi + some other stat, depends on socket bonuses)
You would get stunned/silenced or kited to negate your burst/heals. From that point you wouldnt be able to sustain the damage and youd lose. You clearly haven't read the resilience stat either, the main thing it does is greatly reduces damage from critical hits.
