Biggest population is on Icecrown and because of this it's often overloaded and you need to wait in queue, so I recommend going somewhere where there's no queue.

ICC works on all WotLK realms except Blackrock, the PvP only realm.

If you're heavily interested in PvE I suggest you either head Lordaeron OR wait 2 weeks for Frostmourne to open. It'll be a progressive seasonal realm for WotLK - you can read more about it on the website.

Icecrown = x7 rate
