[ANSWERED]Why can level 80s snack on level 10s for fun?

A repeat post, one in suggested changes, and this one is directly asking the devs the question:

Why can level 80s snack on level 10s for fun?

I would love to hear the logic behind this deliberate change :)

EDIT: I think I'm actually remembering the rules for a PVE server in contested zones! It's been a long time, I've played many pvp servers but this one just has more **** heads looking for hollow victorys, and thats fine, it's in the alliance's nature to do this after all ;)
