Is there not a way to deter people from res killing other individuals like implementing some sort of system to where other players are not allowed to attack you for 5-10 minutes after being ressed or putting a gap on who you can attack depending on Ilvl and gear? There has to be some sort of system to deter these annoying people from wasting 30 minutes of doing nothing but tracking and res killing lowbies.

It's a PvP server. Ganking and camping is allowed in the rules. You agreed to the rules when you joined and started playing. If you don't like it leave.

Can you explain how are you dealing with these people, what is your tactic to get away? I have some tips that work for me 99% of the time.

It's relevant because when you gank others you actively PvP. Player versus player. Doesn't matter if it's a level 1 versus level 80 OR level 80 vs level 80. It is PvP. It is allowed in the rules and it won't be changed because you have poor self control.
To refer to what you said in your first post - if you think they are wasting your time, you can log out and waste theirs thinking you'll come back on. Another option is switching zones if you don't want to log out.

Being ganked? Log off. You don't like being ganked? Leave this server. Am I even allowed to play? This ganking problem is getting wild... Everywhere you go there is a lvl80 killing low levels. There should be a toggle to switch on-off PVP. Poor self control? A GM should turn off sanctuary for a week just for you, so you cant hide in dalaran and then maybe your opinion would change. World PVP has always been a plague, even IRL... useless waste of time. Just make a toggle so if someone wants to pvp, they can and if someone just wants to play the game, they can do it too.
