Pandaria Can`t create a new character

Hello,
I have a problem with creating a new Character on Frostwolf Realm.
I have maxed all slots ( 11 ), but i deleted one to make a space for a new Character and when i customised it and pick a name i click on create button and is says "you have already have the maximum character on this realm" .
I have read that there is a maximum 50 character account limit on all realms so i delete some from the other realms, and now they are like 40 but i can`t still create a new character on Frostwolf.

So where is the problem??

Isn't the max per realm 10?
In any case, I think you'll have to wait for like a week or so I've heard before it's actually "deleted".
