Isn't that just the spell queue system indicator? Within that red area you can queue to have your next spell cast, then when spell goes off the next will immediately begin casting.

Na, that's the latency, and what you thought was spell queue was actually your action being delayed by that amount of time.
There was another thread about increased latency with 40-80ms latency shown in the little window, it's very visible on instant cast classes like resto druids and discipline priests. Guess it's the increased load causing a bit more lags than usual.
Mage is basically unplayable at this point, between a finishing of a cast and the beginning of another, there is a huge lag even tho the latency is fine.
