[ANSWERED]Is abuse of Vote to Kick in dungeons actionable?

Seems many players take advantage of the vote to kick in heroics. People queue as 3 or more from the same guild then vote to kick the others right before the last boss so they can get the loot/abyss crystal for themselves. This has now happened to me at least 10 times on frostmourne. Is this actionable/bannable in anyway? Seems like clear abuse. Understand now why blizzard disabled vote to kick in cata.
