If you mean gem socket, they are obtained when you're exalted with Ashen Verdict. You need to talk to the blacksmith inside ICC that gave you the ring to advance it to highest tier.

You don't have the ring and the blacksmith doesn't give it to you? That usually happens with bought toons when previous owner deletes the ring.
If that's the case open a ticket in game and explain your issue.

I did not buy a character I was pumping on SHM the quest but on the ring there
