WotLK Is hunter's Steady Shot bugged?

Right now I'm doing 115-120 damage with Steady Shots on level 54 with a heirloom gun. Normal attack damage is 286-358 and I'm using the level 55 bullets so why is the Steady Shot ability doing so little damage? This can't be right...

Did you check which rank you were using? Also a lot of things should be taken to account: npc armor, buffs etc.

I knew I wasn't going crazy! I got the Ironstar Repeater crossbow from one of the first Outland quests and went to test Steady Shots on it. I was doing about 230 damage with Steady Shots while using Ironstar Repeater and the weakest level 1 arrows. Then I switched back to my heirloom gun and level 55 bullets and I was doing 170 damage with Steady Shots. My guess is that the heirloom gun is just bugged somehow and causes this problem. I think I will still continue to use the gun over green crossbow because Chimaera, Aimed and Arcane Shots hit hard enough with it while doing quests.
