Is this a bug or is it how it is supposed to be?

So i have a lvl 60 bloof elf on Lordaeron. I tried creating a Death knight in Icecrown, but it says that I must have a character above lvl 55 on ANY realm. Is this a bug or is it how it is usually, cause I really dont want to level from 1 on another realm.

it is not a bug.
You need a lvl 55 on Icecrown (you can donate, premium accounts do not need that requirement for Icecrown and Frostwolf realms)
