WotLK Issue with habilities

Hi, I need help. When I reach level 20, i cant learn to ride a mount (the habillity of Aprendice of mounts dont appear). And when i create a new character I go to level 10 and the habilities of that level didnt appear neither. I only can learn habilities until I reach level 10.

did you talk to riding trainer near to starting area ?
