why handful of candy doesnt drop tooth pick anymore?

handful of candies arent dropping any tooth pick, ive opened over 60 of them ,none dropped it , is it bugged or whats the issue? we legit cant get the ach

Go to innkeepers and do the "Trick or treat" if you get a "Treat bag" you can open it and get toothpicks, That's how I got mine.
