Technical A bugged mission Paladin

I have a bugged paladin quest. I'm level 70, and I was wondering why I still can't revive people. I went to see my trainer about the quest, and he's not there.

When I was level 13 or so, I was doing that quest, and I remember abandoning it because it never dropped the "Defias Missive" card. Now that I remember abandoning it, the quest doesn't appear anywhere. I need help or any ideas. I don't want to be a paladin without reviving. :(

The trainer who gives the quest is alive. In fact, I looked up the tutorial on YouTube and found out where he should give me the quest. Since it's like a sequence of quests, I can't find them anymore. I don't mind being a paladin without reviving, but I'm losing something essential for my group. If you can come up with something else, that would be great, but for now, all the trainers who should give me the quest are alive.
