i wanted to play The Burning Crusade expansion but i dont see it in the download list,i only saw mists of pandoria and wrath of the lich king,is there a way i can download it and play it on the warmane server?

we do not know if they are gonna open a TBC again.
Old one got closed because it lost 99% poplation (at one point there were 300 ppl online at max peak)

Kinda, yes. When it was fresh it had like total of 20k players because everyone wanted to try it. That number quickly dwindled to 10k as people realized it's a lot different than WotLK that they were used to. As time went on and guilds progressed everyone just moved back to WotLK which is superior to TBC.
Free transfers to WotLK realms were offered before TBC realm was closed.
