Hi,

It is autorised to creat some sort of pvp tournament where other players can bet on the winner ? Me being the bookmaker.

I dont plan to scam people lol so if I dont get reported for scamming it will be good no ? (I want to bring some entertainement in Lordaeron PVP)

It most likely is whether you plan to scam or not because others actually do try and scam in such a way. Similar example is rolling for gold. Sure, people might actually trade gold but it's bannable straight up (asked a GM in-game) because people don't give the gold when they lose more often than not.
Straightest answer you can get is by asking a GM in-game.
