To transfer characters to other account you have to use character Trade here on site. Put up for sale from one account and buy it from other account.
Never seen other kind of service to transfer characters between accounts. What do you even mean?

Warmane doesn't manually move around characters on accounts.
Do what angrylol told you. There's no other way to have your characters transfered.
