WotLK Sons Of Hodir Vendor bug

I made all quests for reputation Sons Of Hodir and dont unlocked vendor Lilleholf.But first i bought all reputation with emblems.
PLS help !!!

You will unlock the vendor once you reach the quest n.27 "Forging an Alliance"

You likely didn't do quest The Refiner's Fire you get from item called Slag Covered Metal.
