Hello i have 2 questions. Can i transfer a character from frostmourne to icecrown before the season ends? And does frostmourne have crossrealm between the other realms?

1) No. Transfers before the season end aren't possible.
2) Check yourself in BGs. Players marked with (*) by their name are from other realms. I think Frostmourne only has crossrealm with Blackrock and only with the players who opted for seasonal Blackrock option that follows Frostmourne progression.

When transfers from Frostmourne will be available into less bugged realms? Icecrown probably is less bugged - when can i apply for transfer there?

Icecrown and Frostmourne are like the same core. Just a bit different rates and frostmourne being seasonal.
I'm curious what you consider "bugged" about frostmourne in a sense that you want to leave. Mind naming like three major bugs that you encountered?
