WotLK Ebon Blade rep QUEST CHAIN bugged

Hello lvl 80 DK night. currently friendly with ebon hold. trying to pick up quest from Koltira Deathwaeaver on the airship so i can complete questline and get tabard.
only problem is has not giving the quest and just says " Youre wasting time. go kill the minions of the lich king,death knight" when i interact with him.
not sure if im doing something wrong or m missing something

You can unlock Ebon blade in 2 ways

1. Preparations for War which requires level 77, Cold Weather and parts of the Wrathgate chain
2. Crusader's Pinnacle which requires Argent Vanguard
