It's doable, i've seen probably 2 blood dk's at bis levels in about 3 years~ raiding 2014-2017.
It can do about 18k+ dps on a stationary boss like rotface at bis levels i think, but it definitely works.
Reason why Blood dps is not popular is extremely simple:
It does not bring anything to raid
Other classes can do everything Blood dps can, but better
So you will have a real hard time getting in groups, etc. But being "underdog" and showing everyone how you were top dps in that one pug makes some peoples pp feel nice and tingly. If that's your thing, go for it.
As said, blood dk dps brings nothing unique to the raid.
So you have to be a reliable top dps. And that´s not the case.
To be competive, you must be selfish and use Hysteria on yourself instead of a rogue or feral.
So you will have to sacrifce raid dps for a smaller gain of your personal dps.
That does not mean that you can´t top the meters in a PuG or
get a top 3 in a good raid once in a while, but then you need some really good rng (like 20% more crits than
you should get on average)
Oh,and gearing up will be a pain in a guild, as you will compete with
"better" classes for gear.
Thank god for DKP, oh wait, we were supposed to hate DKP.
You can almost get everything blood needs by rolling/bidding as frost or unholy.
The worst part is the RS ring tbh,other than that,the other two specs will get you everything you need.
T10: same 4 parts as frost.
Neck: Penumbra Pendant(unholy bis as well)
Back: ToGC 25 str one(almost nobody wants this,so ez loot,worst case scenario you can grab it as frost)
Wrist: Umbrage is bis as unholy,same for blood.
Gloves: Aldriana's (frost bis)
Belt: Coldwraith Links(bis for all 3 specs)
Feet: Apocalypse's Advance(bis for all 3 specs)
Ring: Signet of Twilight(this is the hard part)
Trinket 1: STS (all 3 specs bis)
Trinket 2: DBW (there's a debate over this,but it's more or less bis for all 3 specs)
Weapon: Shadowmourne (unholy bis duh)
So,practically, if one is fed up with unholy/frost and has both of them geared,they can easily throw together the bis for blood.
Not to mention the shop where you can grab everything with your CC.
Yeah you can play blood if you wish. People experiment with everything. Even now days people have started to play beast mastery and survival in icecrown raids.
Heck even arms warrior will outdps furry at the lower gear and all up until you get close to bis.
