I'm a 79 lvl twink and I don't care much about BiS items yet and have 31K HP, so I open my atlasloot and see that there's a cool 159 ilvl belt being sold at Orgrimmar for 18K HP, so I come there and only see some 123 ilvl something which is, according to the DB I use, unavailable to the players. That DB also says this belt is sold there for that exact price. So, the question is: why does it work that way?

it is an issue indeed.
On warmane that vendor (and his equivalent stormwind version) sells PvP-Season1 "SET" and "OFFSET".
