Forum Question about the Vote Points

Hello so i have a question regarding the Vote Points , my activity rank is Ambassador and here it says when i vote i would receive 1 to 1.1 points i always receive 1 but never 1.1 , how does this work could somebody explain please? Thanks.

If you get more achievement points it will climb up to 1.1
