What's you level? What quest are you trying to take? Are you a DK in the starter zone? Are you trying to get a quest for Icecrown or dragonblight?

Is there a quest "Preparations for War" in Krasus' Landing, Dalaran?

The quest requires Cold Weather Flying. Don't take the offered flight, as it's bugged. Fly to the skyship yourself.
