WotLK Chillbains is bugged (Frost dk Talent)

Has anyone noticed that Chillbains is bugged? It says that the target should become slowed with frost fever.
Chains causes Icy Fever but it's not slowing down the target. Currently only Icy Touch slows the target which makes no sense.

Can someone look into this?

that is how it was on retail.

Because "chains of ice"'s slow is "stronger" than chillblains.

Even so, the talent specifically says; "Victims of your frost fever will become chilled", if chains causes frost fever aswell it should slow them.

Even tho, you just refused to read answer and continued to insist on your (ofc 100% right) opinion. Chill won't even apply on target due to Chains having stronger slow.

Its not a stronger slow if its dispellable
