The tab is interactable only when you are part of guild, searching for guild happens by messaging someone from guild and asking

Look at the global. There are people spamming guild advertisements. Or visit your realm's recruitment section here on forum.

Guild finder didn't exist on Wrath.

I know it's very disappointing because this is an online game with multiple people but you actually have to socialize and talk to other people to find a guild :(
