WotLK Error buying emblem item, unable to refund

Hello, I have just bought an emblems of triumph item (Bloodshed Band) and I saw I cant wear it because its the second one. The game says I can refund it in the next two hours, but when I try to do it it says "Sorry, unable to refund that item".

Not sure if this is an issue and I would be able to get the refund, or its simply like this in this server.
