Honestly it is so annoying when people are using exploits to sneak into Stormwind bank and killing all bankers.
Some people don't have that much time to play and being able to use the bank efficiently is the only way to speed things up and fully enjoy the experience this game brings.
Is this allowed? If not, how are we enforcing this rule?

What exploit? If they are using an exploit why haven't you reported them?
Why would you call it an exploit (which naturally, like in any game ever, is against the rules) and then ask if it's allowed?
If it's not an exploit and the NPCs are killable, why would there be a rule changing a legitimate part of the game done to inconvenience the other faction?

I'd say the precise line between "exploit" and "clever use of game mechanics" varies between people...and while it's clear the OP must consider the ability to access these bankers in combat an exploit, maybe he's reported it and the GM that reviewed it didn't. Perhaps the actual discussion is "should this behavior and use of this mechanic be clearly labeled as an exploit, which can be punished/prevented...instead of just a clever use of game mechanics."
I don't get the part where killing npcs somehow becomes an exploit. Last time I checked you can just kill them. So it's unclear what are you talking about.

In any case it is a disruptive way of playing the game that really does not bring any benefit other than messing with others.
For people with limited time this can be really harmful.
As far as has been said to this point, it's just part of the game.
If bankers weren't created open to the possibility of being killed, they would just be flagged to not die. How much time this or that player might have plays no role in that.
Why do you need to sit in Stormwind anyway? there's nothing there but gold beggars, cringy role-players and horde multiboxers.
Park you bank alt in Exodar and enjoy the peace, you can avoid getting trolled so easily if you just think for a second. It's like those people who decide to level in STV then cry on /global about getting corpse camped, lmao.

As far as you can kill them with AoE, or shadowstep them, what's the problem? Yes, there is "wall", but that doesn't mean the bankers are in LoS for spells

Exactly right! And they can't even be killed easily because it's not possible to target and areas can only get so far.

Actually, there is a very commonly used exploit to get behind the bank and I'm going to quote from the rules
NO SOCIAL MISTREATMENT OR ANNOYANCE
We prize for a fun enviroment for everybody, meaning all players should follow that philosophy If you dont wish to have your gameplay disrupted by a GM intervention, just play nice and avoid ruining the gameplay of your fellow players. Below are some examples of what you shouldn't do!
Spam/Flood: Using colored text or big Icons in global channels is not allowed. Flooding it with repeated messages neither. Avoid it to avoid being muted or banned.
Racism/Discriminatory Behavior: Avoid at all costs, insulting someone's country, culture, lifestyle or skincolor. Even if you are just "joking" it isn't allowed. Slangs such as the n-word aren't allowed either, even in Guild chat. Don't blame guildies for reporting you. It's wrong and you should know that.
Staff Impersonation: Pretending to be a Staff Member either to scam or threat someone is absolutely forbidden.
Disrupting gameplay: Using minor exploits or poorly designed parts of game mechanics to noticably interfere with other players' gameplay. Examples of such are: Resetting NPCs while other players joust with them on Argent Tournament and joining RDF only to idle and refuse to leave on your own to avoid the debuff.
I really consider this to be an exploit in the same way they mean in the last bit. So I'm going to formally report this now with evidence.
Has it occurred to you that dead bankers do not "noticably interfere with other players"? I realize you are most likely trolling, no one is that far gone up their own ***. But in case you are actually serious, you know, *current year* such a thing wont surprise me, GO TO ANOTHER CITY.
