It's disabled because Icecrown is 7 years old and is the product of 2 even more established realms. The quest reward is on a realm first basis.

only one can do it? officialy it works it like after first gong everyone can do it in next 10 hours.

Yeah, sorry that's what I meant. But the gates have been open for years so the quest line is in the same state as the Hand of A'dal title.
