If it was on Frostmourne, you can try to transfer it to Icecrown via https://www.warmane.com/account/services
Transfers from Frostmourne Seasons I & !! are closed. Only Season III characters can be transferred.
Other realms: Follow the same link and see if Character Restoration is an option.

If not listed on any realm:
If it doesn't show up on Character Restoration, nor on Frostmourne -> Realm Transfer, yeah, it was deleted.
Only question remains if it was deleted by a system or by a player.
Frostmourne earlier seasons I & II -> Deleted by system as it wasn't transferred.
Other realms: Deleted by a player.

If you've checked everything what I've said/linked and found no characters to transfer/restore, there's nothing that can be done anymore.
