Can someone clarify what the in-game announcement about "attunement quests auto-complete for everyone" meant?

MC: The orb will now give you the quest and then be instantly completed without getting the shard from BRD
BWL: I tried entering BWL through orb and couldn't get in, I picked up the letter from the orc but that one still wants me to go to Drakkisath in UBRS
Ony: The 1st part of the quest Dragonkin Menace still wants me to kill the mobs

So does it mean everyone is attuned right away without touching the quests, or how's it work?
