I want to ask if is it wrong and reportable to ignore a roll from someone who has a better gear equipped than the gear he is rolling for, and giving it to the second winner of the roll who clearly is an upgrade.

I want to ask if is it wrong and reportable to ignore a roll from someone who has a better gear equipped than the gear he is rolling for, and giving it to the second winner of the roll who clearly is an upgrade.
If the roller truly had better item, then it's not ninja for you to deny the roll. It would be best to state the reason and not just ignoring the roll for transparency's sake.
Some players have hard time understanding what item is better than what in the end, and it's not always in line with GM's interpretations. In WoW it's not always big number is better.

If you make the loot rules clear before the raid starts/people get saved to the ID, Warmane offers pretty great latitude to players to agree to almost any loot distribution rules they're willing to follow. About the only restriction I can think of off the top of my head is the restrictions on RMT.
So just be clear that if it's a major upgrade for #2 roller and it looks, at best, to be a sidegrade to the #1, you'll master loot it to #2 and you'll be fine.
