every gear vendor that uses emblems in WOTLK expansion should just use the emblem of triumph instead of exchanging them to lower ones since they all are 1:1 ratio exchange anyways.
like the vendors in dalaran that use heroism, valor and conquest instead of exchanging it all the way from triumph to the lowest / first type of emblems all vendors should just use EOT for convenience or move the goblin NPC from the sewers of dalaran up to the same spot as the emblem gear vendors

Each emblem vendor already has option to convert his emblems to lower ones l.
There are both pros and cons of such way for emblem vendors, but they do not outweigh each other that drastically to make it default.
For now, there weren't big deal of buying emblems in bulk using Shift + LMB.

that would be if you want to go from 1 emb to the one directly blow it , but when you have all vendors in same spot you have to find out which emb is blow which one and go from 1 npcs to the other trading them instead of just having a simple UI for exchange like how you do form the goblin if they chose to change the goblin's location so if you want to go to Heroism emb you cant just open its vendor and directly convert EOT to it (although that would't be a bad idea) you have to go all the way from triumph down to heroism.
