Realms Target Dummy for Elwynn

Since Exodar and Darnassus have Target Dummies outside of the capitals, it would be nice if Stormwind had one as well.
Many players use them in SW but they are in a very inconvenient location.
They would be used much more often if they were in Elwynn outside the SW gate, especially since it's the primary duel zone.

They would pretty useful for duels and testing outside while new bugs are discovered as well.
