What items to buy first from Emlems of Frost?( Resto shaman)

Hey guys!

What should be the first items to bought from Emblem of Frost for a resto shaman? As far as i saw we need mp and haste, however the frost items from the vendor at Dala gives u Mp + Critical strike gears. - > Im totally starter gear, around 3,6k gs.
