It's possible that you initiated a chain quest and forgot to complete it, which could be why you're unable to see players in Orgrimmar.

" It appears that i started the quest chain for "Battle for Undercity" and i did not know lol... So i went to the next NPC and so on, but when i got to the entrance of Undercity with Thrall and the others, i could not speak with Vol'jin. I found a way to solve by checking more similar posts here in the forums. So someone said that you should actually take a portal to Silvermoon and then use the Orb to teleport to Undercity. You will be teleported to the Ruins of Lordaeron, then go outside and the question mark will appear above Vol'jin. "
