Okey so here's probably a stupid and really custom idea that's completely against the Blizzlike concept but just wanted to put it out there...
Why not add a NPC in every faction city that you can put a Bounty on a Player with the amount of gold you feel is necessary?
You would be able to Collect the bounty in 1 of 3 ways..
1 - Find the player in open world and PK them (Opposite Faction)
2 - Challenge them to a Duel and Win (Same Faction)
or 3 - Look for them in BG and Kill them.
This way you can Promote open world pvp with more people going "Bounty Hunting", Get Duel Requests on that Unkillable Character of yours or even try to strike it Lucky in BG's.. Players with a bit of gold reserve can put a bounty on that Pesky player that's been ganking them in low levels. you can really use it for any reason at the end of the day.
this can also help with the gold influx if you put a "Bounty fee" on the so called "Hit" while forming a different game route.
I understand, don't worry. I'm just thinking of how it could/would be (mis)used by players.
It's the sort of thing that very likely would need oversight to not become simply paid harassment, and I can't see the GMs being up to taking on that responsibility.

Hard agree on World PvP only. Killing in a BG/WG battle doesn't fit the theme. Dueling leaves the option for the hunted to decline hunters. Could always have friend/alt to have a win to take the bounty money.
Heavily think you could only place bounties on enemy faction players.
To make it more secure and less prone for abuse:
- Some minimum requirements for the posting player. E.g. level, reputation or something.
- Minimum requirement for the bounty, with Bounty Hunters' Association always taking a cut.
- Cancelling the bounty requires paying an extra fee.
- Amount of bounties one can place should be limited per character/account/IP.
- Exploiters/abuser of the system that practice illegal activities should be banned accordingly.
- Inactive bounty targets needs to be cleared at some point.
- Blackrock excluded from Bounty Hunter.
Those should reduce the amount of troll/non-serious/not worth the time -bounty placements filling up the system.
This has very low abuse potential if you just set the mechanic to only be enabled when activating it at the custom NPC you also use to set bounties. In other words, make it so only those who use the system are potential victims of it, and also allow it to be disabled after some amount of time.
Let's say you put 5k gold bounty on me, I login with other account and kill my char = easy profit.
Or I can call my friend to kill me = We profit.
People won't waste gold on bounty anymore.

Single BH's will appear, but won't get you. Bounty accumulates. When you start getting more than one player after you, clear sign of high bounty. Time to log alt account and hide in a corner while your alt comes to you and kills your AFK main. You get big pile of gold for being a douche. The people you ganked, killed, "harassed" are the ones who gave you the gold.
Getting gold for negative behavior sounds like it would make things worse.
