WotLK Cannot convert party to a raid group

The option to turn a party into a raid group does not show up for me.

I am on Icecrown server - 3.3.5a.

Tried on both, mine & my wife's accounts and 2 laptops.

Workaround

Type in the in-game chat window after forming a party:
/run ConvertToRaid()

Because that's not where the "Convert to raid" option is or has ever been.

Open the Social panel (default hotkey: O), then open the Raid tab, then press the "Convert to raid" button.
