Gear scaling in TBC PvP

I wasn't able to find a definitive answer anywhere, so I thought I'd just ask here instead.

In TBC BGs, did they change it so that you would get matched up with people in your team with similar gear level? Just wondering, because whenever I try to do WSG, I can see that the majority of my team are rocking green gear and useless trinkets, whilst the other team are in R14/AQ/Naxx gear which makes most games very annoying.

Gear brackets only work when you have a lot of PvPers. Otherwise the queue time is too long.
I'm afraid that Onyxia won't have enough PvPers for gear brackets.
